Are there any solutions for the development of the agriculture of the Republic of Moldova?

Farmers’ problems and solutions proposed by them, identified in the Campaign DAR – Regional Agricultural Dialogue were discussed at a joint meeting point to AOAMP and MADRM, Tuesday, November 26th.

The realities of Moldovan agriculture, which have been discussed at the DAR Campaign, with over 600 representatives of the agricultural business environment, participants from 11 regional events, held from July 23 to August 9.

The final resolution, which included all the requests identified in the field, was addressed to the relevant ministry in September 2019, with the request of a meeting for its presentation and discussion. Receptivity for communication and collaboration was offered by the current Minister, Mr. Ion Perju, a fact for which I thank him. Agricultural policy development must be correlated with real sectoral realities, identified in direct dialogue with representatives of the agricultural entrepreneurial environment,

noticed AOAMP president, Alexei Repede, during the meeting with the Minister of MADRM, Mr. Ion Perju. They concluded on the need to carry out actions that facilitate business in the agri-food sector, to develop the entrepreneurial environment to encourage investments in the Republic of Moldova.

At the joint meeting, the AOAMP team, Worldwide Moldovan Business Association with representatives of the MADRM – Ministry of Agriculture, Regional Development and Environment, discussed punctually every problem encountered by farmers and proposed solutions, many of them known, some of them founded in the resolution process, others that can only be addressed through long-term measures with consistent financial resources needed, but missing, and several topics were presented in some proposals of documents and acts that had not advanced in the process of their approval.

One of the most pressing topics discussed during the meeting, was the lack of labor , the causes and effects of this problem, for the agri-food sector.

On the other hand, representatives of the ministry said that they have launched various programs to encourage young people to engage in agriculture, but young people are not interested in the sector because salaries totally unattractive. Meanwhile, farmers in the country are positioned opposite, saying that even if, in their opinion, offer good wages, young people do not come to engage. Agricultural entrepreneurial education and dedication to the craft should be cultivated still in school, so that the new generations to love and know better this job.

A specific solution identified as developing an online platform, where they meet supply with demand, relevant proposal not only to job fairs for the food, but also for listing commercial offers. For the effectiveness of such platforms this should be an attractive one for both farmers and other stakeholders, possibly promoting local products and educating consumers about product quality. 

Efficiency and interest in funding and especially to the training

In this chapter, we discussed the quality of education and the need for training of trainers in regions once to provide easy access to training and especially to assess the satisfaction of trainees and real needs in order to increase the capacity of competitiveness of existing business and to motivate start-ups in agriculture.

Regarding public policies It was requested to amend the ceiling framing of young farmers according to European practice, to a maximum of 40 years. At the same time it proposed a mapping of local and regional investment needs and exposure action plans with budgets to achieve them. Proposed to the attention of representatives MADRM request to provide in calls NFRD projects, access to finance including producer groups and business associations as they are only local and regional actors, really interested in economic development. Accordingly it is necessary to give them access to more resources and tools to enable them to participate in business development and infrastructure development in rural communities to which they belong. 

In addition AOAMP calls for public consultations to assess and streamline the certification of agricultural products and shares information on the quality of local agricultural production.  

Unfair commercial practices

To encourage domestic manufacturer and product AOAMP require appropriate policies, including reducing food chain intermediaries. AOAMP team stressed the need for approval of changes in the law 231/2010 on internal trade by introducing a quota stands at 51% of the volume of freight, domestic products in retail networks in the country.

Access to the water for irrigation. Soil, water, environment and resource sustainability

To facilitate access to irrigation systems MADRM representatives encourage farmers to become members of WUAs for irrigation or form new associations of this kind, including to receive financial support for the construction of irrigation systems. 

Meanwhile remain without solution of the problem of illicit use of groundwater by farmers..

A farmers remain cost burden due to soil quality certification. A solution discussed by AOAMP as setting up a reference laboratory for soil quality certification.  

Responsibility to use environmentally friendly practices back both sides, on the one hand farmers must have annual production not only interest but also the sustainability of natural resources, on the other relevant institutions to monitor and encourage circular agriculture.  

Difficulty employment in farming

Companies issue brought before the accreditation of organic products. There are 11 international accreditation companies in Moldova and two national companies that are not accredited at EU level, namely the certificates issued by them are not recognized.

While it is necessary on the one hand stimulate organic sector and ensure access to free advice about procedures and certifications necessary advancement sector development can not take place when there is a credibility and confidence in the relevant bodies.  

The gene pool, existing or not existing in Moldova

The subject is a sensitive one and not the current problem is present for years. Although there are several cultivation Institute “Porumbeni” the Balti for field crops and other centers and institutes scientific and practical, far from their potential is not exploited. This chapter aims AOAMP support to identify priority projects and their implementation in cooperation with international institutions.

To bring a considerable support for the development of the livestock sector, it was proposed that a working group MADRM and AOAMP to develop a state program funding to stimulate ups in livestock and some action for identifying external funds for this program. Meanwhile, AOAMP intends, together with MADRM contribute to finding solutions to bring investment in agricultural sector in Moldova by accessing external funds but many than that by communicating and inviting entrepreneurs from the diaspora and investors to do business with Republic of Moldova.

The DAR – Regional Agricultural Dialogue “was organized in partnership with the Ministry of Agriculture and Rural Development of Romania and the Ministry of Agriculture, Regional Development and Environment of the Republic of Moldova. Within 11 regional activities were discussed challenges and opportunities for the agri-food sector in Moldova with Romania presenting experience and expertise in developing the agricultural sector and business environment. The final resolution, Campaign DAR – Regional Agricultural Dialogue, the only public document on Moldova’s agricultural sector, updated for the current year, conducted by the associations, dialogue involving representatives of public, private and associative. The document was presented ministries of Moldova and Romania.
